We are a government inter-agency implementer of alternative learning system (ALS) by electronic means in Naujan, Oriental Mindoro.
ALS-eSkwela had it beginning with DepEd's ALS operating in the grassroots community through its Mobile Teachers (MTs) and District ALS Coordinators (DALSCs) on the move through motorcycles, bancas and motorized boats, horse backs and on-foot traversing through challenging trails and access. They penetrate places where out-of-school youth and adults (OSYA) were found, bringing with them special curriculum designed mainly for informal learning.
Meanwhile, the Commission on Information and Communications Technology (CICT) of the Office of the President was developing the idea of Community eCenters (CeC) to house computer centers or internet cafes conducive for learning. They were maintained and meant as resource center for the provision of digital information.
When the two agencies amalgamate their services aimed at addressing the out-of-school crisis, eSkwela (eSchool/ing) was born.

Naujan ALS-eSkwela started in 2010 when the Municipal Government of Naujan responded to the call of CICT and DepEd for a joint Memorandum of Agreement. The agreement of 3 agencies contained the following:
- Provision of computer equipment by CICT and the know-how of managing the CeC-eSkwela;
- DepEd's provision and supervision of educators (i.e. Mobile Teacher), learning materials, enrollment/admission services to learners and facilitation of overall concerns in education; and
- LGU-Naujan's provision of CeC staff: Center Manager, Learning Facilitator/s and Network Administrator/s; sustenance of CeC by incorporating it to its local governance programs and coordination to involve stakeholders.
The three agencies were virtually reduced into 2 when CICT formally turned over the completed eSkwela Projects to LGUs and DepEd in 2011. It made LGU and DepEd through the Bureau of Alternative Learning System (BALS) like husband and wife holding hands together to seek the educational welfare of their children, the OSYAs.
